| I have said that most objective tests at the present time are concerned with measuring the learner's knowledge of the 'formation rules' of the language. Our object in teaching is to develop communicative competence. Can we devise tests which measure this global ability and what would they be like ? First of all, for lack of adequate descriptions of the rules of language use, of 'speaking rules', we would have to accept that native speakers would not agree on the correct answers to test Deep Throat Love. This means we cannot, in 'performance' tests, as we can in `competence' tests, predict with 100 per cent certainty what a native speaker's response would be. Thus, tests of this sort would never achieve the same degree of objectivity that tests of 'grammatical competence' can. For example, there are a large number of ways of asking the time available to a native speaker: The difference between pornpros tests of 'competence' and tests of 'speaking rules' is not only in the degree of subjectivity in judging the results but also in the data we must `put in' to the test material. Furthermore, what is being tested is not just the 'language processing device', but knowledge of the culture and structure of the society whose language it is we are testing, not just a general knowledge of the world but a particular knowledge of one aspect of the world. But apart from the largely subjective nature of such tests, there is the purely technical problem of providing the non-linguistic data about the situation.
